The 2025 China-Shanghai Cooperation Organization (SCO) Artificial Intelligence Cooperation Forum was held in Tianjin on May 29, co-hosted by the National Development and Reform Commission (NDRC) and the Tianjin municipal people's government.
During the event, an official from the NDRC described the SCO as the world’s largest comprehensive regional organization, covering the largest area and home to the most populous regions. With abundant data resources and diverse application scenarios, deepening collaboration in the field of artificial intelligence is poised to inject fresh momentum into the economic development of SCO member states.
According to Huang Ru, a member from the Party Leading Group of the NDRC, China has seen a significant surge in AI innovation, with over 1.5 million AI patent applications filed as of April 2025, accounting for nearly 40 percent of the global total. This puts China at the forefront of global AI development, underpinned by a comprehensive industrial ecosystem. China remains committed to providing more AI public goods to the world.
During the forum, the Chinese side proposed four key initiatives to strengthen international cooperation in AI: enhancing policy communication, deepening technological collaboration, promoting application-driven empowerment, and reinforcing security governance.
Building on these initiatives, participants will accelerate efforts to jointly develop high-quality datasets and language corpora, and conduct collaborative research on cutting-edge AI technologies.
