Innovating institutional mechanisms, huge changes have taken place in Tianjin's Pre-hospital Emergency System

Tianjin's pre-hospital emergency system is an indispensable resource which reaches every corner of the city.

The city's Municipal Health and Construction Commission has created a fast, efficient, accurate and orderly pre-hospital medical emergency system. It has achieved this through innovative operating and dispatch models, innovative multi-sector collaboration and emergency service systems, and the introduction of diverse talents.

As a result, the system has improved emergency response efficiency and reduced emergency response times.

As of the end of 2019, 271 emergency sites have been established in Tianjin.

The average response time - from an emergency call within the city to arrival at the scene - has fallen to under 10 minutes, and the ten-second answer rate for pre-hospital emergency calls has also increased to 100 percent; the domestic leading level.

Li Shanglun, the director of Tianjin 120 First Aid Center, said: "First aid must meet these standards: timely, standardized, and effective. Now that Tianjin has reached the timeliness standard, we will further develop in the future in terms of standardization and effectiveness."

The Xiyuzhuang Emergency Station, located in Dongli district, Tianjin, was constructed in June 2019. From its completion to Jan 18, 2020, a total of 1,070 patients have been rescued.

The station's staff members are on duty 24 hours a day. The station is equipped with an ambulance and complete first-aid equipment.

For its next step, Tianjin Municipal Health Committee will continue to strengthen the construction of the pre-hospital emergency system, meet the short-term goal of completing the 2020 targets, and build an internationally-leading pre-hospital medical emergency system for the long term. The goal is to build a "Tianjin model" of pre-hospital medical emergency system that can be replicated and promoted.
