Beichen district is rolling out a series of far-reaching measures to help turn Tianjin into a modern city that is green, intelligent and livable, according to a district official.

Located at the junction of urban and rural areas, Beichen was historically an old industrial area of Tianjin, but now it is striving to present a modern profile.

To that end, the district drawn up an urban plan that takes into account factors including communities, space, land use and environmental issues, according to Wang Baoyu, head of the district.

He said it is speeding up its urban building by scientific land management, transforming waste land into a high-quality developing zone by attracting leading developers such as Evergrande and COFCO.

In addition to the new, the district is also upgrading and renovating 241 old residential communities, with an area totaling 9.074 million square meters.

Public facilities and services are part of the process, with the district in recent years building substantially more elderly care centers, markets and kindergartens.

District officials said the efforts being made in  infrastructure construction, are actively facilitating development of the Beijing-Tianjin-Hebei transportation network.

Waste management is a universal city issue. Beichen, with a population of nearly 1 million, generates an estimated daily about 1,200 tons of domestic waste.

To deal with it, a powerful new waste processing system is now under construction, with investment totaled 2 billion yuan, according to Hu Xuechun, deputy head of the area.

Official said it has a daily treatment capacity of 3,000 tons of domestic waste.

They said it could officially be put into operation next year. Officials said that at that time, all domestic garbage in Hongqiao district and Beichen district will be completely handled, and at the same time, it will help Hebei, Xiqing, and Wuqing districts.

Elsewhere, Beichen district officials said that high-end technologies such as the internet, big data, cloud computing and artificial intelligence, are being deployed to improve and assist the governance database.
