Tianjin has unveiled a new plan for high-quality population development, setting clear targets for population size, talent, public services, and urban development through 2030.

Under the plan, the city aims to increase its permanent resident population to 13.7 million and its registered population by another 700,000 by 2030. It also targets a life expectancy of 83.2 years, while keeping the urbanization rate above 86 percent.

The plan comes as Tianjin faces the challenges of an aging population and declining birth rates. During the 14th Five-Year Plan period (2021-25), the city's permanent population remained stable at around 13.63 million in 2025, while its registered population grew by 604,000 over five years.

To support high-quality population growth, Tianjin will focus on six key areas, including improving education and healthcare, strengthening support for childbirth and childcare, expanding elderly care services, and attracting and developing skilled and young talent.

The city will also optimize population distribution, enhance the development of Binhai New Area, and improve the allocation of public resources based on population changes.

By coordinating population development with the economy, industries and the environment, Tianjin aims to turn demographic challenges into new momentum for building a modern metropolis.
