At a press conference held by the Tianjin Municipal Government on February 26, Yang Maorong, mayor of Binhai New Area, introduced Binhai’s positive progress in the five key areas of innovation, manufacturing, reform, opening up, and the environment in early 2021.

Since 2021, Binhai New Area has been approved for 2 national technology business incubators and 13 key laboratories of enterprises. Within this year, there will be 3,900 national high-tech enterprises, 3000 national technology-based small and medium-sized enterprises, and newly recognized 1,280 young eagle enterprises, 128 gazelle enterprises and 7 cultivating companies.

In 2021, Binhai New Area plans to start construction of 211 major projects with a total investment of 170.2 billion yuan ($26.31 billion), including 3 projects with an investment of more than 10 billion yuan and 42 projects with an investment of 1 billion to 5 billion yuan. Up to now, 32 projects with a total investment of 44.7 billion yuan have started, and 491 projects under construction have been accelerated. During the year, 176 projects will be completed and put into production, with an additional output value of 105.6 billion yuan.

In January 2021, Binhai actually utilized 11.1 billion yuan in domestic capital and $510 million in foreign capital, an increase of 24.8% and 14.4% year-on-year respectively. 177 projects were introduced from Beijing with an investment of 32.9 billion yuan. The plan for the free trade zone expansion and the implementation plan for innovation and upgrading are being stepped up. Innovative development projects such as cell therapy, data development and application, bonded research and development, and supply chain finance are promoted.

The Binhai New Area has formulated an action plan to build a world-class business environment, covering all 18 indicators of the World Bank and China’s business environment evaluation, and proposed 135 reform measures. The first batch of 56 high-frequency government service items have been implemented across provinces in Beijing, Tianjin and Hebei.
