Baodi district in Tianjin has rolled out a general action plan to unify its anti-poverty efforts and annually update its guidance, including specific steps and measures for managing work at different levels. Its efforts have so far lifted three counties in western inland areas out of poverty.

To make sure there is enough money available for anti-poverty projects, Baodi has allocated 220 million yuan($33.54 million) in supporting funds, in addition to company investments of 110 million yuan and social donations reaching 30 million yuan.

Government departmental staff visited the targeted counties several times to follow progress, and to work on solutions to issues alongside their local counterparts in the counties.

Mindful of Wushan county's wide landscapes and sufficient sunlight, the district put in 38 million yuan to develop the local photovoltaic industry, attracting the participation of more than 156 villages. Two years' development has expanded the income of over 3,600 impoverished households by 3,000 yuan .

Located at the edge of the Taklimakan Desert, Minfeng county has a rich folk heritage and cultural resources. So the district helped open tourist areas there, improving facilities such as B&Bs, restaurants, and craft stores. Last year, 15 B&Bs in one of the county's villages welcomed over 3,000 customers, realizing an annual income of 300,000 yuan.

To enhance the sales of agricultural specialties from these three counties, Baodi set up specialty sections in supermarkets and on online platforms. These sales have helped 7,000 people escape poverty.

Job subsidies, training courses, and educational subsidies were issued to those in need. As a result, 800 learners started up businesses, and 4,300 got jobs. Additionally, 140,000 people were hired by companies in Baodi district and other places.

Teachers and medical stuff from the district have also been offering support and sharing resources with these counties.
